Brief History of USAGE INC.

Inspired by the zeal to uphold the noble traditions of the USA ROTC Unit and leaving behind a legacy of idealism among its graduates – past, present, and future – the Alumni of the USA ROTC/CMT/WATC Advance Course have finally achieved its obsession of officially formalizing the organization of the USA GOLDEN EAGLES, INCORPORATED, an association of all USA ROTC/CMT/WATC Advance Course Graduates and of those Basic Course and Degree Holders of the University of San Agustin who have been commissioned in the Armed Forces of the Philippines, and registering its Articles of Incorporation and By-Laws with the Securities and Exchange Commission (Registration No. 130387) on December 26, 1985.

USAGE, INC. was originally formed in February 1973 then known as the USA ROTC ADVANCE ALUMNI ASSOCIATION. The association held a General Homecoming/Reunion and election of officers at the University of San Agustin on February 24, 1973. Among its prominent guests was the first ever General Officer of the AFP produced by the USA ROTC Unit, BRIGADIER GENERAL VICENTE E. EVIDENTE, Class 1948-49. After that one and only activity, the USA ROTC AAA became dormant and unheard of.

However, sometime in January 1985 a group of well-meaning and sober-thinking USA ROTC Advance Course Graduates from different classes voluntarily met and on varied dates and venues planned and discussed the possibility of reorganizing and revitalizing the former association. This time they decided to give the organization a new identity – the USA GOLDEN EAGLES, INCORPORATED. The “reorganizers” became the Incorporators. To give the new association official sanction and legal personality, its Articles of Incorporation and By-Laws which were formulated by its interim Board of Directors were registered with the Securities and Exchange Commission.

USAGE’s first activity was the General Homecoming/Reunion and election of officers held on December 6, 1986 at the University of San Agustin which was attended by quite a number of Alumni representing different classes.

Among the special personages present were MAJOR GENERAL VICENTE PICCIO, JR., former Commanding General of the Philippine Air Force and USA ROTC Alumnus, Class 1948-49; BRIGADIER GENERAL MANUEL V. CACANANDO, former Assistant Commandant, USA ROTC Unit and who was Guest of Honor; and COLONEL MARIO V. BILLANO, now deceased and who was also former commandant, USA ROTC Unit acted as its Special Guest.

Although USAGE again elected its officers to serve the term 1987-88, the “revitalized” organization returned to its state of lethargy and inaction inspite efforts exerted by the elected President to keep the flag flying. Most of the officers were preoccupied with their respective concerns, some being assigned in military units based in places distant from the organization’s meeting place. The untimely demise of Major Rafael V. Fegarido who was then the secretary also contributed to the lull in the administrative system of the organization.

The promotion of BRIGADIER GENERAL SANTIAGO O. PITPITAN, JR., a former Division Commander of the 1st Air Division of the Philippine Air Force, was a blessing in disguise. An emergency meeting was called by some members of USAGE for the purpose of honoring Brig. Gen. Pitpitan who was an alumnus, USA ROTC Class 1958-59. For the third time, the alumni organization was revitalized on February 15, 1992 at the very time when honors were given to Brig. Gen. Pitpitan at the University of San Agustin. In fact, the Honoree witnessed the election of officers of USAGE. Those who were elected resolved to streamline and operationalize the organization in accordance with its objectives.

To date, the USAGE, Inc. has assisted some USA ROTC/CMT graduates in their commissionership in the Armed Forces of the Philippines and quite a number of them are now in the active service of the AFP and/or PNP. The organization is now in the process of preparing a comprehensive directory of all ROTC/CMT/WATC graduates of the University of San Agustin.

Last February 1993, during the meeting of USAGE, Inc. it was reported by some members that the University of San Agustin will be celebrating its 90th year anniversary in 1994. In relation to this historic event, the officers and directors who attended said meeting decided to hold the 2nd General Homecoming and Reunion for all USA ROTC/CMT/WATC Alumni as its major activity in conjunction with the 90th Anniversary Celebration of the University which was scheduled on the 19th day of February 1994. As a consequence, working committees have been created to ensure a successful and memorable celebration. Indeed this General Homecoming/Reunion is expected to generate nostalgic and exciting feelings among the alumni so many of whom have been away for quite some time. Thus, expectations are in order for these alumni to visit their Alma Mater, once again.
